TEHCY Student Success & Behavior Support Guide

The TEHCY Student Success & Behavior Support Guide provides a comprehensive overview of how to support and respond to students experiencing homelessness related to behavior and discipline. This guide presents clear and specific descriptions of the provisions of the McKinney-Vento Act as they pertain to discipline, and includes practices, procedures, and tools that local education agencies (LEAs) will be able to use to strengthen services and supports to students experiencing homelessness, also known as McKinney-Vento eligible students. This guide serves as both an orientation manual and a ready reference resource for new and experienced LEA leaders.

10/2026 Update: A new companion resource has been added to support implementation of the TEHCY Student Success and Behavior Support Guide. This checklist assists school administrators in documenting parental requests for reassignment from Out-of-School Suspension (OSS) to In-School Suspension (ISS) under TEC §37.005(c-2), including situations where homelessness or housing instability may affect a family's ability to provide supervision during school hours. The tool provides a structured process for documenting requests, supporting information, administrative decisions, and required recordkeeping.

Why it matters:

  • Promotes consistent documentation practices across campuses and districts.
  • Supports compliance with TEC §37.005(c-2).
  • Helps ensure student and family circumstances, including housing instability, are appropriately considered during the review process.
  • Creates a clear record of the information reviewed and the decision made by the district.

How to use it:

  • Use alongside the Student Success and Behavior Support Guide when reviewing parental requests for reassignment from OSS to ISS.
  • Utilize the checklist to document the parent's request, any supporting information provided, the district's review, and the final decision.
  • Retain the completed checklist in the student's disciplinary record and share with the McKinney-Vento liaison, when applicable.

This tool helps districts consistently document and review parental requests under TEC §37.005(c-2) while ensuring family circumstances are appropriately considered and documented.
